Crime Numbers
The Oregon State Police releases quarterly crime rates and statistics information compiled from compliant county and city law enforcement agencies. In 2018, the state’s annual crime report highlights that Yamhill County recorded 0 murder, 68 aggravated assaults, 26 rapes, and 13 robberies. Also, reported property crime incidents include 206 burglaries, 1,252 larceny thefts, 95 motor vehicle thefts, and 14 arsons.
Compared to the 2014 figures, rape and robbery rates increased by 23.8% and 8.3% respectively in 2018 while the county recorded 2 murders in 2014. Declining index crime rates in Yamhill County include aggravated assault (1.4%), larceny (18%), burglary (38.3%), motor vehicle theft (2.1%), and arson (17.6%).
Criminal Records
The Oregon State Police maintains a statewide repository of criminal history records. It offers fingerprint-based criminal history checks and allows members of the public to request their own records. To submit a request for criminal history information, complete the Copy of Own Record Request Form and provide a properly rolled applicant fingerprint card FD-248. The fingerprint card must have identifying information as well as imprints of all ten fingers of the requester. The Yamhill County Sheriff’s Office, as well as some city police departments, provide fingerprinting services through their records divisions. While most of these offices do not require appointment bookings, it is recommended to call them ahead to save time when visiting their offices. The fee for the first card is $20 while each additional card costs $5.

There is a $33 fee for each criminal history record requested. Include an additional $5 to receive a notarized request.
The Oregon State Police also offers fingerprinting services at their general headquarters in Salem. Interested residents of Yamhill County can make a trip to the office to obtain their fingerprint cards. Requests for criminal history checks can also be made at this office. The General Headquarters charges $20 for each fingerprinting session. This office does not provide change or accept $50 and $100 bills; so make sure to provide the exact amount. Fingerprint-based criminal history records are confidential information. As such, they are sent to requesters by mail only.
Oregon state police allows members of the public to request for third-party criminal history records. A querying party will need to submit a Request on Another Individual Application Form as well as a state-issued ID, and a $10 check or money order made out to the Oregon State Police. Note that the office must notify the owner of the record before processing the request.
Police reports recorded by the Yamhill County Sheriff’s Office are available to residents of the county. To obtain copies of incident reports and traffic crash reports, visit the Records Division of the Yamhill Sheriff’s Office with a valid state-issued ID and a completed Records Request Form. Narrow the search by providing as much information as possible on this form. Yamhill County police reports are available to victims for free. However, others must pay a non-refundable search fee of $12 per person or incident. The Yamhill County Sheriff’s Office does not allow the public to view a separate list of all registered sex offenders in the county. Interested persons can inquire about registered sex offenders directly from the Community Corrections Department of the Sheriff's Office or city police departments. Contact the Community Corrections Director at (503) 434-7513 for additional queries.
The Oregon State Police provides limited information on statewide registered sex offenders. The office maintains a sex offender registry search tool which contains information on tier 3 sex offenders (those least likely to reoffend) only. Alternatively, use the Request on Another Individual Application Form to check a person’s Oregon criminal offender status for $10.
The Yamhill County Jail located at McMinnville is the only permanent correctional facility in the county. This institution is managed by the Jail Division of the County Sheriff's Office. The police departments in the cities of Yamhill, McMinnville, Newberg-Dundee, Carlton, and Amity can temporarily keep offenders in their custody before moving them to the Yamhill County Jail located at:

The Yamhill County Sheriff's Office maintains a frequently updated Jail Roster on its website. Use this resource to view the names, charges and bail terms as well as booking and scheduled release dates of inmates serving sentences and awaiting trial in the facility.
Friends and loved ones can send money to commissary accounts of inmates incarcerated in Yamhill County Jail by using the services of a third-party vendor endorsed by the facility. To make a payment, visit the vendor’s kiosk located in the jail lobby or call (866) 232-1899 to easily fund the account of choice by phone. The vendor also accepts online payments on their website. The circuit court and the municipal courts are all courts of records. Interested parties can access circuit court records by physically visiting the courthouse in person, by mail, or online. Submit a mail request for publicly available court records by delivering a completed Copy Request Form to the Yamhill County circuit court address. The court charges 25 cents per page for plain copies of court records. Certified copies cost an additional $5 per page, while exemplified copies cost $10 per page.
Courthouse visitors can view Yamhill circuit court records at the computer terminal available in Room 135. Also, these records can be accessed over the internet on the Records and Calendar Search Portal provided on the website of the Oregon Judicial Department.
Vital Records
Divorce records in Yamhill County include divorce decrees and divorce certificates. The county circuit court maintains divorce decrees while divorce certificates are kept by the Vital Records Division of the Oregon Center for Health Statistics. The state allows members of the public to order copies of divorce certificates in person or by mail. Before going to the self-service kiosk in person, check-list all the requirements using the Divorce Certificate Order Form. Visiting applicants are also required to provide their social security number, valid government-issued ID, and applicable fees. The first copy of the divorce certificate costs $28 while each additional copy of the same record ordered at the same time costs $25.

Certified copies of marriage certificates can also be obtained from the Oregon Department of Health. Marriage certificates that are not more than 50 years in storage are available to persons with valid IDs only. Search for and order copies of these records in person or by mail. Get prepared by providing all the information required in the Marriage Record Order Form. Bring this form along with a valid government-issued ID and social security number to the office’s location.
If mailing the request, be sure to sign the request form before sending it together with appropriate documents and fees to the Oregon Vital Records Division address listed in the divorce section above. The first copy of an Oregon marriage record costs $28, and each additional copy costs $25. Make out payment to OHA/Vital Records. Cash payments are restricted to in-person requesters only.
The Yamhill County Department of Health and Human Services keeps copies of birth and death records for six months before moving them to the state Center for Health Statistics. During the six-month period, qualified applicants can order copies of birth and death certificates by visiting:

Yamhill County birth records and death records that are older than six months can be obtained from the Oregon Center for Health Statistics. Make a request by visiting the office or sending a mail. To submit a mail request, complete the birth or death application form and sign it. Send the preferred form with required documents to the Portland office.
