Umatilla County Arrest, Court, and Public Records

Per Oregon Public Records Law, Umatilla public records refer to information or documents that an agency or political subdivision prepares, owns, or uses. These records typically relate to the agency's activities, transactions, functions, or political subdivisions. In addition, a public record typically satisfies any fiscal, legal, administrative, or historical policies, requirements, or needs of the agency or political subdivision. Records exempt from public inspection include trade secrets and information on investigations compiled for criminal law.

Umatilla County Crime Statistics

The 2019 FBI UCR Reporting Program revealed that in 2019, 43 violent crimes were reported in Umatilla County. This included 7 rape offenses, three robberies, and 33 aggravated assaults. In the same year, there were 410 property crimes in the county, including 152 burglaries, 207 larceny thefts, 51 motor vehicle thefts, and 10 arson offenses. There was no reported murder or non-negligent manslaughter in 2019.

In 2018, there were 33 violent crimes, including 1 murder and non-negligent manslaughter, 4 rape offenses, eight robbery offenses, and 20 aggravated assaults. Umatilla County also reported 405 property crimes in 2018, comprising 133 burglaries, 210 larceny thefts, 62 motor vehicle thefts, and four arson offenses.

Both reports suggest a 30.3% increase in violent crimes and a 1.23% increase in property crimes from 2018 to 2019.

Are Umatilla County Criminal Records Public?

Unless access is authorized in accordance with the provisions of the ORS 181A.220, Oregon State criminal history information is exempt from public viewing. The Oregon Criminal Justice Information Services (CJIS) Division is the record custodian for statewide criminal history information. Interested and eligible parties may conduct personal criminal history or third-party searches by querying the division.

Personal Criminal History Search

To obtain a personal Oregon Criminal Record, the requester must complete and submit a Personal Criminal Record Request Form and provide fingerprints using the blue applicant fingerprint card (FD258).

In addition to these documents, the request should also include a money order or check for $33 and an additional $5 for notarized copies. Each request for personal criminal history information requires a processing time of 7 to 10 days. Third-Party Criminal History Search

Chapter 181A of the Oregon Revised Statute permits a person, non-criminal justice agency, or non-law enforcement agency to obtain Oregon Criminal Offender Information. The requester must include the following when submitting a request:

  • The individual's date of birth
  • The individual's full name
  • Social security number (if available)
  • Last known or current mailing address
  • Name and mailing address of the requester

Businesses that regularly use this service can set up an account. Requesting businesses should note that the account is solely for submitting criminal history requests and not receiving or accessing criminal history information online. Under state law, the CJIS must notify the person listed on the record when there is a request for their information. The notification will include information regarding the person or organization making the request. Also, employers must inform the employee or prospective employee of the criminal history request as stated by the state's law.

The person listed on the record has 14 days to challenge the accuracy of the information found on the record. During this time, the requester will also receive a notification for a 14-day waiting period if there is a criminal record. The individual or agency making the request will receive the record if the record-holder does not challenge it.

Oregon records of convictions and arrests less than 12 months old with no report of an acquittal or dismissal are available to the public. Each record includes the following information:

  • Description of the offense which resulted in the arrest
  • Disposition including date of parole and parole revocations (if any), and sentence imposed

How to Find Umatilla County Inmate Records

Umatilla County inmate records can be obtained from the Umatilla County Sheriff's Office. Interested parties can view a list of inmates, including their personal information, booking date, arresting agency, inmate status, arrest location, booking number, bail amount, charge description, and a mugshot. Users can find an inmate on the site by entering the inmate's name or selecting 'last three days,' 'last two days,' or 'All' for inmates booked within the respective time frames.

How Do I Visit an Inmate in Umatilla County Jail?

Visitors must schedule visits at least one week in advance. The jail reception is available for scheduling on Mondays through Fridays, from 7:30 am to 11:30 am and 12:30 pm to 4:30 pm. The Oregon Health Authority provides marriage records less than 50 years old to the following requestors:
